As every month, in November the MIEUX team will be on the ground or deploy a team of experts to support the needs of governments across Asia, Africa, Latin America and the Caribbean and Eastern and Southern Neighbourhoods in managing migration and mobility.
In line with its three guiding principles ‘Demand-driven, Rapid Reaction and Peer-to-Peer’, in less than 30 days the MIEUX team and the experts selected to take part, will travel to Belarus, Cabo Verde, Costa Rica, Madagascar, Mauritius, Mexico, Moldova, Thailand, and the Philippines. In Argentina, MIEUX partners will present the outcome of a recent Action focusing on judicial cooperation. 10 activities covering a wide range of topics within all areas of migration management will be implemented in four regions of the world: Africa, Asia, Latin America and the Caribbean and the EU Neighbourhood. Africa
Cabo Verde: Local-level Integration
Between 7 and 9 November, a delegation composed of national and local government officials from Cabo Verde will go on a study visit to Portugal. By visiting local centres for integration in Lisbon and Oeiras and exchanging experiences with Portuguese counterparts, the Cabo Verde delegation will gain valuable insights that will feed into the overall objective of this Action: a Municipal Action Plan for Immigration and Integration that will be launched in 2018 with support from MIEUX.
Madagascar: Diaspora engagement
Meanwhile, between 13 and 17 November, another MIEUX delegation will travel to Antananarivo to kick off a new Action that will assist the government of Madagascar in drafting a new coherent, inclusive and robust strategy for diaspora outreach and engagement.
Mauritius: Migration and Development
The end of this month will see the closure of an ongoing Action on Migration and Development in Mauritius. Between 20 and 23 November, MIEUX will present the final version of the National Migration and Development Policy and Action Plan, drafted with support from the MIEUX team and experts from Cabo Verde and France.

Asia
November’s activities in Asia will focus on the topic of Trafficking in Human Beings (THB). Within the region, MIEUX is delivering assistance to the governments of Thailand and the Philippines, who requested assistance to tackle this difficult topic by focusing on different areas.
Thailand: Women and Children victims of THB
MIEUX is currently implementing an Action focusing on children’s, gender and trauma-informed practice within the larger topic of Trafficking in Human Beings. A delegation of experts from Romania and Austria, accompanied by MIEUX staff, will organise a Workshop on Trafficking in Children and a visit to a shelter for women and children victims of Trafficking in Bangkok.
The Philippines: THB Referral mechanisms
A MIEUX delegation is organising a workshop on 6 and 8 November in Manila, where experts from Belgium and the United Kingdom will present several strategies and best practices at EU and EU Member States’ level on referral mechanisms for victims of THB.

Latin America and the Caribbean
Argentina: IberRed (Ibero-American Network for International Juridical Cooperation)
The revision of the ‘Protocol for Inter-institutional Cooperation to Strengthen Investigation, Attention and Protection of Victims of Trafficking in Persons among Ibero-American Public Prosecutor’s Offices’, prepared with support from MIEUX and partners UNODC and AECID will be presented on 17 November 2017 in Buenos Aires, Argentina.
Costa Rica: Integration policies
MIEUX is supporting the Costa Rican Government by assisting in the formulation and design of the National Integration Plan 2018-2022. The new Plan will look at integration from a holistic point of view, including access to health, insertion into the local labour market, education, recognition of diversity, and strengthening the institutional framework. As part of the ongoing Action, a team of experts from Spain delivered a workshop on the role of education for integrating migrants on 1-2 November 2017.
Mexico: Evidence Assessment
Mexico is receiving a growing number of men, women and children fleeing crime and insecurity in the northern region of Central America. In 2016, Mexico recognized 3,078 as refugees, a 206% increase from the previous year, and the number of asylum applications keeps growing. As part of an ongoing Action since January 2017, MIEUX will travel to Mexico City to conduct, together with experts from the Netherlands and Sweden, a workshop on evidence assessment and decision-making in the context of asylum applications. Evidence assessment is the primary method to clarify the facts explained during an individual’s request for international protection through examining and comparing available pieces of evidence.

EU Neighbourhood
Moldova: Communicating on Migration
Between 07 and 09 November, four delegates from the Moldovan Border Police Department (BPD) and an ICMPD local representative to Moldova are travelling to Rome for a study visit. They will meet counterparts from services of the Italian Ministry of Interior in charge of communications in situations of migration crises. The visit is part of an ongoing Action in Moldova supporting in developing a set of tools for communicating more effectively with the public on irregular migration.
Belarus: Rights of Migrants
Despite the numerous international conventions ratified by Belarus on labour migration, the country is not yet party to international conventions such as the ‘International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families’ of 1990. Because of this, the Government of Belarus sought assistance from MIEUX to identify and analyse the challenges and opportunities for the ratification of selected international labour migration conventions and other international human rights instruments. As part of this ongoing Action, a MIEUX delegation with experts from Bulgaria will travel to Minsk between 14 and 15 November to conduct a workshop to draft an impact assessment study of ratification of a range of international labour migration conventions and related human rights instruments.
