What is MIEUX?
MIEUX stands for MIgration EU eXpertise, a peer-to-peer experts’ facility which supports partner countries and regional organisations to better manage migration and mobility through the provision of rapid, tailor-made assistance upon request since 2009. Together with the European Union Global Diaspora Facility (EUDiF) and the Mobility Partnership Facility (MPF), one of the projects under ICMPD's Global Initiatives run from ICMPD´s Brussels Mission.
What does MIEUX do?
MIEUX receives requests for technical assistance from partner countries who wish to work on specific topics related to all areas of migration that are included within the four pillars of the EU Global Approach to Migration and Mobility (Irregular Migration and Trafficking in Human Beings, Legal Migration and Mobility, International protection and asylum policy, and Migration and Development) or cross-cutting areas of migration governance such as communication and policy development, which are clustered under the umbrella term “Horizontal Interventions”. The requests are analysed and approved by the Project Steering Committee (see below) and then re-formulated into an Action composed of 6- 7 activities. Who runs MIEUX?
MIEUX is a joint initiative funded by the European Union (EU) and implemented by the International Centre for Migration Policy Development (ICMPD). MIEUX’s Steering Committee, responsible for overall direction and approval of requests from partner countries, is composed of European Commission’s Directorate Generals for International Cooperation and Development (DG DEVCO), Migration and Home Affairs (DG HOME), the Directorate-General for European Neighbourhood Policy and Enlargement Negotiations (DG NEAR) and the European External Action Service (EEAS).

MIEUX is active in all partner countries that are eligible to receive cooperation assistance through the Development Cooperation Instrument (DCI), the European Development Fund (EDF), the European Neighbourhood Instrument (ENI) and the Overseas Association Decision. How many years has MIEUX been active?
The first phase of MIEUX started operations in January 2009 and lasted until 2011. The second phase was launched in January 2012 and lasted until December 2015. The third phase of the programme started in January 2016 and concluded in April 2020. The current phase kicked off on 23 April 2020 and is expected to conclude in April 2023.
How many Actions has MIEUX carried out?
Throughout its first decade of existence, MIEUX has worked with close to 100 countries and deployed over 380 migration experts.
What kinds of projects has MIEUX carried out?
The overall design of each Action, including the selection of experts and what activities were executed, depends on the project’s main goals and are unique to each intervention. What countries are eligible to request support from MIEUX?
MIEUX is a demand-driven mechanism. All States that are eligible to receive cooperation assistance through the Development Cooperation Instrument (DCI), the European Development Fund (EDF), the European Neighbourhood Instrument (ENI) and the Overseas Association Decision, as well as regional organisations, may submit requests for support. Since 2016, MIEUX is also able to receive requests from local authorities, Ombudspersons, Parliamentarians and Judiciary Authorities and joint requests from government entities and CSOs.

What is the International Centre on Migration Policy Development (ICMPD)?
ICMPD is an international organisation created in 1993 under the initiative of Austria and Switzerland which currently counts with 18 Member States. ICMPD’s working philosophy is based on a three-pillar approach to migration management, linking research, migration dialogues and capacity building. Active in more than 90 countries worldwide, it takes a regional approach in its work to create efficient cooperation and partnerships along migration routes. ICMPD holds UN observer status and cooperates with more than 200 partners including EU institutions and UN agencies.

How can I register as a MIEUX expert?
The first step is to register in the MIEUX Expert Roster by uploading your CV and completing some key professional information on our website
Upon validation of your registration request, you will receive a link, allowing you to access and modify your MIEUX Expert profile. Please ensure that your information is up to date and especially that your ‘Thematic Expertise’ and ‘Geographical Experience’ are filled-in. This will help us to match your profile with the expertise needed for our upcoming Actions and activities. In regards to data protection and GDPR requirements, please note that the information stored in the MIEUX Expert Roster is only used as a business contact and in the framework of our programme, as explained further in our Data Privacy Policy.
Who can be a MIEUX expert?
MIEUX applies a peer-to-peer approach and is primarily looking to mobilise experts coming from public administrations of EU Member States. To further increase South-South cooperation and boost regional partnership, MIEUX+ also welcomes experts from non-EU countries to submit their profiles. To complement this approach and provide with a wide range of thematic and technical skills, we also work with experts from other backgrounds, such as academia, civil society, private sector and freelance consultants.
What are the minimum requirements?
There are no strict requirements to become a MIEUX expert. However, we are usually looking for experts with at least 5 years of experience in their respective migration field. We also appreciate experts who have past experience in facilitating workshops (online and offline), delivering trainings and/or who have produced high-quality reports in their current line of work.
Is there an age limit?
There is no age limit to become a MIEUX expert. However, we are usually looking at experts with a minimum experience of 5 years, and ideally 10 years, in their respective migration field.
Are there quotas?
There are no set quotas for MIEUX experts but we do strive to achieve a balance between gender, thematic and geographical representation.
In which language should I register my profile?
Your profile should be registered in English, French or Spanish in the Expert Roster. Please make sure to indicate in which other languages you can work, since it will be useful for our selection process.

Recruitment and deployment of MIEUX experts
How does the selection process work?
For the validation of the profile in the MIEUX Expert Roster, we mainly take into account the experts’ thematic and geographic experience in their respective migration field. We want our pool of experts to cover a broad range of expertise and include a variety of profiles. For the recruitment and deployment in our MIEUX Actions, we establish a more detailed list of requirements based on the Description of Action and Terms of Reference and look for the most suitable candidate in our pool of experts. The selected profiles are also submitted for approval to the institution(s) involved in the Action.
What type of contract do I need to sign with ICMPD?
ICMPD proposes two types of contract for external experts working for MIEUX+:
- Special Service Agreement (SSA): Fixed term contract signed between ICMPD and the expert directly for services specified in the ToR. The fees and the per diem are transferred to the expert’s bank account.
- Special Partnership Agreement (SPA): Fixed term contract signed between ICMPD and the administration/organisation/company employing the expert for services specified in the ToR. The fees and the per diem are transferred to the bank account of the administration/organisation/company.
How long are MIEUX assignments?
MIEUX assignments are not full-time. They are short-term technical assistance spread over a period of implementation of, typically, 18-24 months. Before the COVID-19 pandemic, our experts were deployed in one-week field mission every 3-4 months, while providing remote support to the partner authority in-between missions.
Under these new circumstances, we are looking at moving most of our activities online based on the principles of adult learning. For MIEUX experts, this would mean combining online and field activities in close coordination with the MIEUX team and partner authorities.
Do MIEUX experts receive any fees and/or other benefits?
MIEUX experts received a fixed fee of 250€ per working day. In addition, when travelling, country-specific per diem is paid, based on the framework of EC-funded external aid contracts. Experts on a mission outside their country are insured through travel, accident and medical emergencies insurances. The organisation of travel is carried out under the responsibility of ICMPD.
What kind of support do the experts deliver?
MIEUX activities are designed on a case-by-case basis, together with the partner countries, and include various forms of expert support, such as formulation and evaluation of policies and strategies, support in developing and reviewing legislation, development of manuals and handbooks, policy and thematic workshops, training sessions and training of trainers, information-exchange sessions, fact-finding missions. Experts are supported by the MIEUX team throughout all stages of deployment
