As part of the official programme of the 11th Global Forum on Migration and Development Summit, the Republic of Moldova and the joint EU-ICMPD MIgration EU eXpertise Initiative will co-host the side event “What role for capacity building in turning the Global Compact on  Migration into action?” on Friday 07 December at the Orangeraie Room, Palmeraie Conference Center in Marrakesh, between 08.30 and 09:45am. Working language will be English with French interpretation.

Capacity building in the area of migration is considered a crucial way of working in partnership towards enhanced migration governance at national regional and international levels. In this spirit, the Global Compact on Safe, Orderly and Regular Migration (GCM) foresees the establishment of a global capacity building mechanism that, building upon existing initiatives, would support efforts of Member States to implement the GCM.

As a pioneering global capacity building facility on migration set up in 2008, MIEUX can feed inspiration and know-how to the future global capacity building mechanism by drawing from its experience in managing close to 100 interventions, mobilising over 400 migration experts and cooperating with over 120 governments over the last ten years.

Taking the 23^rd objective of the GCM as the starting point for this discussion, MIEUX’s side event will explore the key elements, success factors and challenges in establishing, delivering and monitoring capacity building facilities; analyse which the most suitable approaches to engage with partners in creating enabling environments; and overall, discuss the role of capacity building in relation to the implementation and review of the GCM.

The event will be moderated by Ms. Daniela Morari, State Secretary for European Integration, Ministry of Foreign Affairs and European Integration of the Republic of Moldova. The six panellists, representing various regions and backgrounds as well as local, central and regional levels of cooperation, will discuss what works well and what should be enhanced in order to make capacity building effective, efficient and targeted in relation to the implementation of the GCM by sharing perspectives from:

• The Rabat Process Migration Dialogue, represented by H.E. Mr. Paul Robert Tiendrebeogo, Minister of African Integration and Burkinabé Abroad, Burkina Faso, current Chair of Rabat Process
• The National Institute of Migration of Mexico, represented by Mr. Antonio Hernández y Castro, General Directorate for the Protection of Migrants, Mexico
• The city of Rabat, represented by Souad Zaidi, Deputy Mayor for International Cooperation and Member of the Parliament,  Kingdom of Morocco

Ms. Camilla Hagström, Deputy Head of Unit Migration and Employment, Directorate-General for International Cooperation and Development (DG DEVCO) at the European Commission and Mr. Ralph Genetzke, MIEUX Programme Director and Head of the ICMPD Brussels Mission, will complement these interventions by sharing the lessons learnt from ten years of managing MIEUX.

The event is open exclusively to registered participants to the 11th Global Forum on Migration and Development Summit taking place in Marrakesh on 5-7 December 2018. ICMPD cannot organise registration for the Summit nor grant access to anyone that has not registered previously through the GFMD’s official registration procedure.
