Moldova has some of the highest levels of labour and youth emigration in the world, with an estimate of more than one million Moldovan citizens living abroad, accounting for around 38% of emigrants in its total population, with 47% residing in the European Union.
Attraction and reintegration of diaspora members is a high priority for the Government. The National Diaspora Strategy 2025 has contributed to the development of collaboration between the Government, local public authorities, civil society in Moldova and the diaspora. It strengthens and broadens the cross-cutting policy approach on diaspora, migration and development (DMD), as well as involving and cooperating with the diaspora in Moldova’s development.
The Moldovan authorities were keen to conduct an external assessment of their institutional framework related to diaspora engagement, with a specific focus on the role and mandate of the Bureau for Diaspora Relations and possible evolutions in the short, medium and long-term for more efficiency in engaging with diaspora members.
